From Search to Listing: How Google Matches Ads
When someone searches for a local service (“plumber near me,” “HVAC repair Pasadena,” “emergency electrician”) Google evaluates which LSA listings to show based on a combination of factors: the business’s distance from the searcher, the relevance of its service categories to the search, its review rating and count, its past responsiveness to leads, whether it is currently open, and whether it has earned the Google Verified badge.
There is no keyword auction in LSA the way there is in standard Google Ads. You do not bid on specific search terms. Instead, Google’s algorithm determines relevance based on your profile configuration (the categories you have selected, your service area, and your account’s performance history). LSA listings appear at the top of the results page, above standard paid search ads and organic results. Typically, two to three listings are shown before the searcher clicks to see more.
How Leads Are Delivered
When a searcher clicks your LSA listing, they can either call your business directly through the platform or send a message through the listing. Both types of contact generate a lead record in your account. Phone calls are connected through a Google-provided tracking number that routes to your business phone. The call is recorded (with notification) and the lead appears in your LSA dashboard. Messages appear in your LSA inbox and trigger a notification.
You are charged for each lead that meets Google’s billing criteria, which focuses on whether the contact was a genuine service inquiry from within your service area for a service your category covers. Calls that were wrong numbers, solicitations, or outside your service area may qualify for a dispute and credit.
How Billing Works
You set a weekly budget rather than a daily one. Google draws from that budget as leads arrive. The cost of each lead depends on your service category, location, and the competitive environment in your area; it is not a fixed price. You can see estimated lead costs in the
account.
If your budget is exhausted before the week ends, your listing stops showing until the following week. If your leads come in slower than expected, Google may reduce the actual charge below your weekly budget. Google may slightly exceed the weekly budget in some weeks, with the overcharge credited back in subsequent weeks.
Unlike standard Google Ads, where you pay per click regardless of whether a call happens, LSA charges per lead (so the billing is directly tied to contact events, not website visits.
What Affects Your Ranking
Because there is no keyword bidding, LSA ranking is determined differently from standard search ads. The main factors are: your proximity to the searcher, your review score and the number of reviews you have, how quickly and consistently you respond to leads, whether you are marked as currently open, and your account’s history with Google. The Google Verified badge is effectively a requirement; listings without it may not appear at all in most categories.
Businesses with more reviews, faster response times, and active lead management consistently rank higher than competitors with the same service categories but weaker profiles.
Disputing Invalid Leads
Google provides a dispute mechanism for leads that do not meet its billing criteria. If you receive a call from someone outside your service area, asking for a service you do not offer, or that was clearly a wrong number or solicitation, you can dispute the lead within a defined window after it is received. Google reviews the dispute and issues a credit if it is approved.
Not every bad lead is disputable; a call from someone who needed your service but chose a competitor does not qualify. The dispute process is specifically for leads that violate Google’s billing criteria.

How does the weekly budget work in LSA?
